摘要
公共资源通常是指国家的文化遗产和文化资产,这部分资产是由祖先留下的全民文化财产,由政府管理,并授权于各机构经营,比如博物馆、美术馆等。第二次世界大战之后,西方许多国家利用公共资源和政府权利开展国家艺术支持,进行艺术家艺术资助,建设公共博物馆、开展艺术教育,并提供可持续的资金支持以帮助国家建立一个多方合作和制度化的文化体系。本文以笔者在德国杜塞尔多夫城市艺术考察为参考,从文化资源和教育环境的历史原因入手,浅谈德国公共资源中美术馆在政府文化部门管理、保护和运营下,发挥各自优势并受惠于民众的良好效果。
Public resources usually refer to the national cultural heritage and cultural assets,which are left by the ancestors of the national cultural property,managed by the government,and authorized to operate in various institutions,such as museums,art galleries and so on.After the Second World War,many western countries used public resources and government rights to develop national art support,artists’art support,public museums,art education,and sustainable financial support to help the country establish a multi-party cooperation and institutionalized cultural system.Based on the author’s investigation of urban art in Dusseldorf,Germany,and the historical reasons of cultural resources and educational environment,this paper discusses the advantages of art galleries in German public resources under the management,protection and operation of government cultural departments,and benefits from the good results of the people.
