新的时代背景对高校人才的培养提出了高规格的要求,如何从长期的高校教改实践中总结经验和教训,加快推进高校素质教育的步伐,培养创新型人才,成为了我国高校教改的重点。《国家中长期教育改革和发展规划纲要》(以下简称《纲要》)针对高校教改提出了新的时代要求,"提高科学素质和人文素质,积极推进文化传播,弘扬优秀传统文化",体现了重素质的教育思想,旨在促进人的全面发展。

"Long-term Education Reform and Development Plan"(hereinafter referred to as the "Program") for universities reform put forward new requirements of the times, "to improve the scientific quality and humane quality, actively promote cultural communication, carry forward the fine traditional culture", reflecting the heavy ideological quality education aimed at promoting the comprehensive development of man.
