高校招投标工作管理监督模式初探——以中国海洋大学招投标工作开展情况为例

On College Bidding Management and Supervision Mode——Take Ocean University of China Bidding Work Situation as an example

随着高等教育事业的快速发展,高校的办学规模不断扩大,高校在基建工程和大型仪器设备采购及批量购买物资等方面越来越多地采用招投标方式。如何最大限度地发挥招投标制度的作用,提高教育经费的使用效益,更好地为高教事业发展服务,是各高校共同关注的问题。本文以中国海洋大学招投标工作开展情况为例,对如何建立有效的招标采购管理体制和运作模式提出几点建议。

With the rapid development of higher education, colleges and universities have been expanding the size of school,colleges and universities in terms of infrastructure projects and large-scale equipment procurement and bulk purchasing of supplies increasingly using bidding. How to maximize the role of bidding, and improve efficiency in the use of funding for education, and better for the development of higher education services is an issue of common concern to the university. In this paper, Ocean University of China bidding for work carried out, for example, make a few suggestions on how to establish an effective bidding management system and mode of operation.
