党的十八大报告指出:"实施创新驱动发展战略。科技创新是提高社会生产力和综合国力的战略支撑,必须摆在国家发展全局的核心位置。"加快创新体系建设是落实创新驱动发展战略的重大举措之一。转变经济发展方式和调整产业结构的本质是创新驱动发展,其核心环节是科技创新。而科技创新的关键在于企业,故创新型企业是区域依靠自主创新转方式和调结构的关键抓手。通过对河南省创新驱动转型发展的现状分析,大胆提出河南实施创新驱动转型发展评价指标体系的研究方法。
