以教师教育为基础,从校外校内两个方面进行,校外由政府、权威性的质量评估机构、民间质量评估、教师教育培训机构等部门机构进行保障,全方位多元化师资培训、教师教学全过程的质量监控、全员参与教师教学评价等方面进行研究,搭建了一个全方位、全员参与的教师教育保障与评价体系。
