建立健全新建本科院校权力运行制约和监督体系研究

Establishing and Perfecting the System of Restricting and Supervising the Power of Newly Built Universities

权力是一定组织或机构依法所具有的支配力量。新建本科院校作为向应用型转变的地方本科高校主体,随着高等教育规模的扩大和政府投入的增加,新建本科院校的权力运行制约和监督机制面临着新的问题。文章通过重构校级和二级学院(系部)层面的权力运行体系,平衡权力之间的运行,完善权力运行制约和监督体系,来进一步改进和完善党委领导下的校长负责制这一具有中国特色的高校管理体制,使得新建本科院校建立起较为完善的现代大学治理结构,真正成为治理结构完善、权力阳光运行、学校清明的高等教育的典范。

Power is the dominant force of certain organizations or institutions according to law. Newly established universities as a transition to the applied local universities subject, with the expansion of higher education and increase government investment, new undergraduate colleges power restriction and supervision mechanism is facing new problems. This article through the reconstruction of the University and two colleges(departments) of power system, the balance of power between the operation, improve the power restriction and supervision system, to further improve and perfect the responsibility system which has a Chinese characteristics of colleges and universities management system under the leadership of the Party committee of the president, the newly established undergraduate colleges to establish modern university governance the structure is more perfect, and truly become a model perfect governance structure, the power of the sun, the tomb of the school running of higher education.
