公共危机治理视角下政府执政能力提升路径研究

Research on the Path of Improving Government Governance Capability from the Perspective of Public Crisis Governance

公共危机以其突发性、破坏性等特点严重威胁着转型期中国全面小康社会的建设,政府努力提高应对危机的能力则显得尤为重要。文章从理论分析及指导入手,结合国内当前危机管理现状,归纳国外可取的经验和做法,以我国应急体系为框架,从公共安全应急法制、体制、机制三个维度提出了若干对策建议,以期对提高政府公共危机管理能力有所帮助。

With its sudden and destructive characteristics,public crisis seriously threatens the construction of a well-off society in transition in China,and it is particularly important for the government to improve its ability to cope with the crisis.This paper starts from the theoretical analysis and guidance,combined with the current status of domestic crisis management,summarizes experiences and practices in our country's emergency system framework,proposes some countermeasures from the three dimensions of public safety emergency legal system,system and mechanism,in order to help the government to improve the ability of public crisis management.
