管道建设期及运营期对高后果区的管控措施探讨

随着我国长输管道建设与城市发展速度的迅速增加,管道周边人口聚集、建构筑物集中的区域越来越多(这些区域称为高后果区),一旦管道在这些区域发生事故将造成巨大的损失及严重的后果。'11·22青岛输油管爆炸事故'、'7月31日高雄燃气爆炸事故'等都为人们敲响了警钟,油气管道高后果区的管理逐渐成为长输管道管理的重点和难点。目前,我国已出台了油气管道高后果区的相关规范,但主要侧重于高后果区的识别及等级划分,在高后果区的管控方面措施较欠缺。本文结合目前陕京管道天然气高后果区的管理实际,探讨管道建设期及运营期对高后果区的管控措施。

With the rapid increase in the construction of long distance pipeline and the speed of urban development,more and more areas are gathered around the pipeline and the areas of construction are concentrated(these areas are called the high consequence areas).Once the pipeline accidents in these areas will cause huge losses and serious consequences.The'11-22 Qingdao oil pipeline explosion accident'and'the July 31 st Kaohsiung gas explosion accident'have all rounded the alarm clock.The management of the high consequence area of the oil and gas pipeline has gradually become the key and difficult point of the long distance pipeline management.At present,our country has promulgated the relevant specifications of the high consequence area of oil and gas pipeline,but mainly focus on the recognition and grade division of the high consequence area,and the management and control measures in the high consequence area are short.Combined with the management practice of natural gas high consequence area in Shanjing pipeline,this paper discusses the control measures for the high consequence area during the pipeline construction and operation period.
