促进江西清洁能源产业发展的财税政策研究——基于EPE模型分析

Selection of Fiscal and Tax Policy to Promote Clean Energy Industry Development in Jiangxi Province- Based on EPE Model

本文以江西清洁能源开发与利用现状为跳板,将清洁能源发展融入传统能源的价格波动中,在提升江西清洁能源的市场竞争力与传统能源价格变动中建立了一个互动过程,突破孤立研究清洁能源财税政策的传统,探讨两类能源价格相关互动的内在规律。并在此基础上,构建了传统能源与清洁能源价格均衡点分析(EPE)模型。依照模型分析,直观地进行实证研究,映射出传统能源与清洁能源的价格均衡点形成机理与政策作用方式,为制定江西清洁能源的发展政策,提供了合理性参考。

The paper firstly introduces the status quo of exploitation and utilization of clean energy in Jiangxi Province, and then combines its development into the price fluctuation of traditional energy. The paper sets up an interactive process to enhance the market competitiveness of Jiangxi clean energy and traditional energy price fluctuation. The paper makes a breakthrough in traditional research of clean energy taxation policy, which is to explore the inherent law of two types of energy prices. And on this basis, the paper builds a traditional and clean energy price equilibrium point analysis(EPE) model. In accordance with the model analysis, the paper launches an empirical research, mapping out the equilibrium price of traditional energy and clean energy policy formation mechanism and mode of action, which provides a reasonable reference for the formulation of clean energy development policy in Jiangxi Province.
