以职业技术教育为杠杆谋求江西城乡协调发展的系统思考

Systematic Thinking for Promoting the Coordinated Development of Jiangxi's Urban and Rural Areas with Vocational Education

近年来,江西省经济战略布局基本成型,在城镇化和新型工业化等方面的进程也开始加速,促进了经济的发展。然而,也伴随着出现了城乡协调发展中的矛盾问题。本文在分析江西省城镇化进程和二元经济结构问题的基础上,剖析了城乡协调发展中的5种系统关系,并将其关键归结为"以人为本"。而利用职业技术教育,大力利用农村的剩余劳动力,培养专业技术人才,充分发挥职业技术教育在经济社会系统中的杠杆作用,是系统思考后得出的结论。最后,分析了职业技术教育的杠杆作用,并明确了江西省未来职业技术教育发展的目标与重点。

Currently,the economic strategy of Jiangxi Province has been basically shaped,and the progress of urbanization and new industrialization has also been accelerated. However,some problems have emerged along with the development. Based on the analysis of the problems appearing in urbanization and dual economy,this paper analyzes five systematic relations in the process of coordinated urban-rural development,and reduces them into a 'people oriented' question. The main conclusion is that the key for promoting coordinated urban-rural development is to make full use of rural surplus labors by training professional and technical personnel with vocational education. Finally,the leverage of vocational education is studied,and its development targets and key points in the future are summarized.
