江西省科技创新资源的市场化配置效应与优化政策探析

Market Allocation Effect and Optimization Policy of Science and Technology Innovation Resources in Jiangxi Province

为了实施创新引领发展战略,近年来各地区的科技创新资源投入不断增加。然而,全国不少地区科技创新资源配置的效率低下,科技创新成果落后。本文以中部地区的江西省为例,通过比较方法,分析科技创新资源市场化配置的现状、存在的问题和不足,探讨市场化不足的多层次原因,并提出优化对策,如建立以"市场化"为导向的科技投入管理体制、统一共享交易平台、协同发展创新体系、多元化的科技经费投入机制等。

In recent years,in order to implement the innovative development strategies,the investment of technology innovation has been increasing. However,in many parts of the country,the allocation of resources for scientific and technological innovation is inefficient and the results is unsatisfying. Taking Jiangxi Province in the central region as an example,this paper analyzes the status quo,problems and shortcomings of market-oriented allocation of science and technology innovation resources by means of comparative analysis,probes into the multilevel reasons for the lack of marketability and puts forward some policies. For example,market-oriented science and technology investment management system,a unified platform for sharing transactions,collaborative development of innovative systems,a diversified funding mechanism for science and technology,etc.
