天津市海绵城市规划顶层设计与建设实践

Sponge City Top Planning Design and Construction Practice in Tianjin City

海绵城市建设是系统解决城市发展过程中涉水问题的一种新型发展理念。天津是国家第二批海绵城市建设试点城市,两年来在规划编制、管控制度完善、标准规范制定、试点区建设等方面开展了大量实践并已初见成效。本文提出了天津市海绵城市规划顶层设计的技术思路和主要内容,系统介绍了天津市在海绵城市建设方面开展的各项工作,对我国北方滨海平原地区以及其他地区的大中城市具有一定的借鉴意义。

Sponge City construction is a new concept for solving water problems systematically in the process of urban development.As one of the second batch of pilot cities in the state,Tianjin carried out series of practice including plan compiling,management and control system improvement,standard establishment and pilot area construction,which has brought preliminary results in recent two years.The technical ideas and main contents of top planning design for Tianjin Sponge City was proposed.The construction work of Sponge City in Tianjin was also introduced systematically,which can be used for reference for northern coastal plain areas and big and middle cities in China.
