我国运动员社会保障主体定位及其形态建构

Subject Positioning and Pattern Anticipation of Social Security on Chinese athletes

运动员保障是关系体育强国实现的民生工程。国家、社会、行业、地方以及个人理应参与其中。研究结合体育治理的实际,以准确定位各主体在运动员保障操作实践中的责任地位为基础,并在社会保障宏观环境下,提出"责任共担"形态模式构建机制,即厘清责任边界是起点,实现责任让渡是过程,走向责任共担是结果。

Social security of athletes is a livelihood project. It is possible to build a country with sports power if state,society,vocation,local government and individual work together efficiently. Research combined with practical of the sports governance,to accurately locate the responsible position of the subject in athletes security practices as the foundation. A pattern of shared responsibility can be constructed under macroeconomic environment of social security,that is,it is firstly to clarify responsibility border,then to process responsibility transferring and finally to achieve shared responsibility.
