国土资源标准体系:发展梳理与建设导向

Land and Resources Standard System: Past and Future

近年来国土资源标准体系已逐步组织建立,为国土资源行政审批、监管执法、定额预算、工作部署、质量评价、成果转化提供了重要技术支撑。然而,随着新时期国土资源管理、国家标准化管理、行政审批制度面临着多方面的改革压力,国土资源标准化作为基础工作和重要支撑,也亟需深化改革、完善体系、优化管理,才能与国土资源工作部署、重大工程和重大项目充分对接。本文在回顾国土资源标准体系发展历程的基础上,结合当前国土资源管理各个方面的改革预期分析,探索提出了未来国土资源标准体系框架、类别、层级及更新的发展方向并提出相应政策建议。研究发现,国土资源标准体系的建设导向是建立政府主导制定的标准和市场自主制定的标准协同发展,土地与地质矿产各专业协调配套,体现自然资源管理与综合标准化趋势的新型标准体系。在实施上要着力提高标准体系的系统性、先进性和科学性,进一步增强标准化基础研究支撑能力,鼓励学会、协会和产业技术联盟等共同参与体系建设。

Recently standard system of land and resources has gradually established,and it turns out to benefit in providing important technical support for land resource administration such as administrative approval,supervision enforcement,fixed budget,work deployment,quality evaluation and achievement transformation. However,due to the reform pressure of land resources management,administrative approval and national standardization in the coming new period,the construction of land resources standard system also need to adjust the direction and intensify the reform respectively. Thus it can meet the requirement of work deployment and major projects of land resources management. In this paper,we firstly review the developing history of standard system of land and resources. Then on the basis of a forecast analysis of reform trend of all aspects in land and resources management,we demonstrate the possible new develop directions of framework,category,level and update of standard system of land and resources. The research proposes that the development of the land and resources standard system requires the establishment of a new standard system featuring the coordinated development of standards formulated by government and by market,the coordination between disciplines concerning land science and geology and minerals,and the trend of comprehensive standardization of natural resources management. As a result,we need to comprehend the mentality and objective of reforming the land and resources management and the related standardization management correctly,strive to make the standard system more systematic,more advanced,and more scientific,further improve the mechanism of managing the land and resources standardization and the capacity for supporting the basic research on standardization,and encourage societies,associations,and industrial technology leagues to take part in developing the standard system,in order to set up the new land and resources standard system.
