生态补偿对地区经济发展影响分析——基于内生增长模型

Analysis of Effects of Ecological Compensation on the Development of Region Economy Growth —— Based on Endogenous Growth Model

针对以水质为依据的流域生态补偿,从被补偿地区经济持续发展的角度出发,将环境质量引入生产函数,同时考虑生态补偿、环境治理力度对经济的影响,建立了的被补偿地区的经济可持续增长模型,运用最优控制方法讨论了模型的平衡增长解。进一步探索了区域可持续发展的必要条件的规范性特征,即污染治理力度、生态补偿标准与经济增长之间应满足的动态关系。通过研究本文发现,单纯根据环境质量指标来制定补偿标准并不能完全对上游地区起到激励作用,关键还是要提供有效的产业和政策引导,改变其经济发展模式,提高经济发展质量。

In the view of ecological compensation based on water quality,environment factor is added into production function of the upstream region and economic growth model is established considering both ecological compensation and environmental regulation. Using dynamic optimization method,the optimal growth rate is calculated. Then based on the solution,the sufficient condition of sustainable development is analyzed,which is the dynamic relationship among the pollution regulation,ecological payment and economic growth. The results show that the simple use of environmental quality to set the standard of compensation is not entirely effective to upstream region and the key to solve the problem is to provide effective industry and policy guidance,enhance the quality of its development model.
