基于模糊评价体系的基层消防部队安全训练管理预警体系模型研究

Safety Training Management Early Warning System Model Research of Fire Fighting Forces at the Grass-roots Level Based on the Fuzzy Evaluation System

为有效提升消防部队基层训练质量,利用安全训练管理预警体系在训练开展前或展开中有效识别出事故突发隐患,从而规避训练风险,确保基层消防部队技能训练安全顺利开展。采用模糊评价体系建立安全训练管理预警体系模型,并以某中队为实例进行预警评测。研究结果显示该消防中队评价分值为87.79比较安全等级,预警模型结果和实地调研结果共同指出该单位在现场指挥训练情况、器材装备实际使用说明、训练环境氛围、安全防事故教育情况和训练技术方面存在安全隐患问题。基于模糊评价体系建立的预警模型有助于基层消防部队在安全防事故方面的管理工作。

In order to effectively improving the quality of fire fighting forces at the grass-roots level training, use of safety training before the training to carry out the management early warning system or expand the effective identify sudden accident hidden danger, to circumvent the risk of training, ensuring the safety of fire units at the grass-roots level skill training. Using the fuzzy evaluation system safety training management early warning system model is set up, taking the squadron warning evaluation for instance. The results showed that the fire squadron evaluation score of 87.79 is safe level, the early warning model results and field investigation results pointed out that the unit together command training situation, the equipment at the scene of the actual instructions, training, environment, safety and accident prevention education and training technical problems pose a safety hazard. The early warning model based on fuzzy evaluation system to establish help fire units at the grass-roots level in the management of the safety accident prevention work.
