Current Situation and Countermeasures for the Development of New R & D Institutions in Hangzhou

从杭州市研发经费投入情况和研究院所的情况着手,对杭州新型研发机构现状进行梳理;从杭州目前的基础、创新氛围等方面对杭州市发展新型研发机构的优势进行分析;总结出包括尚无针对新型研发机构的相关配套政策在内四个存在问题;并从政策、人才、扶持力度等方面提出了六条针对性对策建议。对推进杭州市发展新型研发机构具有一定意义。

Starting with the investment situation of research and development(R&D)funds and research institutes,this paper teases out the status quo of new R&D institutions in Hangzhou.The advantages of developing new R&D institutions in Hangzhou are analyzed from the current foundation and innovation atmosphere of Hangzhou,meanwhile;four problems are summarized in this field,for example,the situation of lacking related supporting policies for the new R&D institutions.At the same time,six targeted countermeasures are proposed from the aspects of policies,talents and support.It will provide certain significance for promoting the development of new R&D institutions in Hangzhou.
