The change from extended development to connotative development becomes the basic thought of the higher education transformation development. However, the education is regarded as an important part in the cultural ecology development of the political economy society. Its transformation development must coincide with the national development trend, and seek for the optimal balance point in the new normalcy of the economic development, so as to realize the overall sustainable development for the higher education to adapt to and lead the cultural ecology of the political economy society.
