江苏省高新技术产业园区国际创新合作的实践与思考

Research on practice and reflections of international innovation cooperation in Jiangsu high-tech industrial park

江苏高新技术产业园区作为全省国际科技创新合作的主阵地,在集聚全球优质创新资源、促进产业研发合作、推动国际创新成果产业化、吸引海外高端人才创新创业方面取得了丰硕的成果,有效推动了江苏产业科技创新中心和高水平创新省份建设,显著提升了江苏产业创新能力开放合作水平。近年来,随着开放创新的不断深化,江苏高新技术产业园区在发展过程中也面临着缺乏有效海外创新资源渠道和缺乏专业化国际技术转移服务中介机构等难题,苏南、苏中和苏北园区国际化水平差距显著。文章基于省内25家主要高新技术产业园区的国际合作情况调研,阐述园区国际合作发展过程中的实践经验,剖析当前所面临的主要问题及其产生根源,并从制度保障、产业导向、企业主体和项目人才支撑4个层面提出园区未来深化国际合作的相关建议。

As the main position of the province’s international scientific and technological innovation cooperation,Jiangsu high-tech industrial park is gathering the high-quality global innovation resources, promoting industrial R&D cooperation, and promoting the industrialization of international innovation achievements. The great achievements have been made in attracting overseas high-end talents for innovation and pioneering work, which has effectively promoted the construction of Jiangsu Industrial Science and Technology Innovation Center and high level innovation provinces,and has significantly improved the level of open cooperation in Jiangsu’s industrial innovation ability. In recent years,with the continuous development of opening novation, Jiangsu high-tech industrial parks have also faced some difficulties, such as lack of effective overseas innovation resources channels and the specialized international technology transfer agencies. What’s more, there is a big difference in the internalization level among the southern,central and northern parts in Jiangsu. Based on the research of the international cooperation of 25 major high-tech industrial parks in Jiangsu, this article demonstrates the practical experience of international cooperation, analyzes the current problems and the primary causes and proposes suggestions to strengthen international cooperation in the future from the four perspectives including institutional guarantee, industry orientation, enterprises and talents support.
