科技评估工作风险防控研究

Research on prevention and control of risks in scientific and technological assessment

公正、科学、合理的科技评估活动有利于完善学科发展政策和规划,提高决策科学化水平,保证科技成果的质量,促进社会发展和科技进步。但是由于各种主客观原因,科技评估存在风险。文章分析了科技评估活动的风险特征,揭示了科技评估工作各环节可能存在的风险,并对科技评估的风险防控提出了若干建议。

The fair, scientific and reasonable scientific and technological evaluation activities are conducive to improve the discipline development policies and plans, improve the scientific level of decision-making, ensure the quality of scientific and technological achievements, and promote social development and scientific and technological progress.However, due to the various subjective and objective reasons, there are risks in the scientific and technological assessment. This paper analyses the risk characteristics of scientific and technological assessment activities, reveals the possible risks in each link of scientific and technological assessment work, and puts forward some suggestions on risk prevention and control of scientific and technological assessment.
