天然气勘探开发项目经济评价方法探讨

ECONOMIC EVALUATION METHOD OF GAS E&D PROJECTS

文章针对目前油气行业经济评价领域普遍存在的不顾实际照搬经济评价规范的现象 ,通过多个天然气开发实例说明经济评价必须符合项目运行规律的重要性 ,并提出评价范围的界定应符合项目的运行特点 ,已发生投资的计入与否应取决于项目的评价目的 ,流动资金及折旧起始年的确定应与生产的实际情况相一致。同时 ,文章还对规划方案不易进行经济评价的原因进行了分析 ,指出投入与产出的不匹配是导致规划方案长期以来不能被合理评价的主要原因 。

Aiming the phenomena to use the economic evaluation specifications without considering the real situations in the economic evaluation sector of oil & gas industry, with many real gas exploitation cases, the paper explains the importance of the economic evaluation which must fit the project operation rules and points out the evaluation range must fit the characteristics of the project operation. It depends on the purpose of the project evaluation whether or not the expended cost should be included in the evaluation. The definition of the cash flow and the depreciation-starting year should be coincident with the real operation situation. At the same time, the paper analyzes the reasons why the economic evaluation is difficult to conduct with the plan program and points out the main reason why the plan program can not be appropriately evaluated is the input does not match with the output, and provides the solution of the problem.
