摘要
作为垄断特殊形式的自然垄断有其存在的理由 ,但为了社会公共利益 ,政府对自然垄断进行管制也是必然的。我国加入WTO以后 ,为信守我国政府的承诺 ,有必要对政府管制进行改革 ,即采取新的措施 ,制定新的法规 。
Being a special type of monopoly, natural monopoly has its own grounds to exist. But for the purpose of public interest, it is inevitable for the government to control natural monopoly. After the entrance to WTO, in order to comply with the promise of our country, it is necessary to reform the government control, that is to say, to take new measures and enact new laws, so that the government control of natural monopoly can conform to the requirements of market economy and WTO rules.
