In China, the multi-layers of economic growth pole and variety of financial demand in a growth pole determine position of commercial bank of city in a regional economic development process. Practice proves that commercial bank of city has provided the financial support for the development of city economy. This paper considers that, under new condition, the theoretic base of commercial bank surviving and developing is to play a vital role in polarization and proliferation of growth pole actively.
