论我国跨区域调水环境补偿制度的构建

Establishment of Compensation System for the Environment in Interregio nal Water Transfer in China

跨区域调水的环境补偿制度,对于保护水环境,维护人与环境的关系,实现可持续发展具有越来越重要的意义。跨区域调水中应按照开发利用环境者、破坏环境者和受益者补偿原则;国家补偿与社会补偿的原则;公平合理原则;以水环境质量标准为基础原则等,要求进行跨区域调水的开发者、经营者及其受益者,必须负有保护、恢复、补救、补偿调水地区的水环境资源为主要内容的责任。

System of compensation for the envir onment in interregional water transfer is important in protecting water environment,harmonizing relation s between human and the environment,and promoting sustainable developm ent.In interregional water transfer,some principles should be made.The principles include'those who develop water re-sources,destroy environment or get benefit should pay for the compensation,the principle of compensation by th e government and other social organiz ations,the principle of fair and reasonable compensation,the principl e of meeting the standard of environmental quality.Those who develop and manage wate r resources,destroy environment or derive benefit should be responsible of pro tecting,restoring,and remedying t he environment.
