“一带一路”背景下上海国际航运中心人才发展战略——参考跨文化背景下的国际与国内经验

Talent Development Strategy for Shanghai as an International Shipping Center in the Context of“the Belt and Road”——From the Cross-Cultural Perspective

近年来,上海国际航运中心建设作为一项国家战略取得了重大进展。航运人才是港航相关产业发展的重要支撑因素,主要决定了一个地区或一个国家航运业的发展水平。近年来,随着上海国际航运中心建设的不断推进,航运人员不足成为上海高端航运服务业发展的瓶颈。在施工过程中,将遇到许多跨文化问题。在'一带一路'沿途地区的施工过程中,将遇到许多跨文化问题。中国企业要想'走出去',外资企业要在中国更好地发展,也会遇到跨文化问题。上海航运中心建设可以参考世界航运中心的经验。本文综述了上海国际航运中心建设现状和船舶人员的发展体系,并就目前的航运中心建设提出了建议,以全面提升上海市航运人才的综合水平,更好地服务于上海国际航运中心建设。

In recent years,as a national strategy the construction of Shanghai International Shipping Center has made significant progress.Talents in shipping industry are an important factor in the development of transportation-related industries,which in turn might determine the development level of a region or a country’s shipping industry.As the Shanghai international shipping center construction continues,lack of talents has proved to be a bottleneck.In the construction process,many cross-cultural issues will surface.If Chinese enterprises want to go out,foreign-funded enterprises want to develop better in China,they will encounter cross-cultural issues.Shanghai shipping center construction can turn to the world shipping centers as reference.This paper summarizes the current situation of the construction of Shanghai international shipping center and the development system of shipping personnel,and puts forward some suggestions on the construction of international shipping center.The paper may offer suggestions to enhance the comprehensive level of Shanghai shipping personnel,and better serve the Shanghai international shipping center construction.
