To implement the principle of competition neutrality in the financial field and ensure that the state-owned enterprises and other enterprises face the same environment in debt financing,it is necessary to further deepen the financial system reform,improve the supporting legal environment,change the service concept and mode of financial institutions,treat state-owned enterprises and private enterprises equally in terms of financing credit,and spontaneously implement the principle of competition neutrality into operation and development.
