Countermeasures for Deepening Financial Opening and Innovation in Shanghai Free Trade Pilot Area

当前上海自贸试验区金融业开放程度、国际化水平仍有很大的提升空间,应创新试验开放水平更高的外商投资准入负面清单、跨境服务贸易负面清单,以及本外币一体化跨境金融服务监管制度,配合做好人民币国际化、资本项目可兑换等工作,完善相关综合配套体系,出台具体的、可操作的配套措施,提高金融市场透明度,促使金融开放创新举措全面落实。

At present,there is still much room to improve the openness and internationalization of the financial industry in the Shanghai Free Trade Test Zone.After the expansion of the Shanghai Free Trade Test Zone,we can innovatively test the negative lists of foreign investment access and crossborder service trade with a higher level of openness,as well as the supervision system of cross-border financial services with the integration of domestic and foreign currencies,and cooperate well with the internationalization of RMB and convertibility of capital account,improve the relevant comprehensive supporting system,introduce specific and operational supporting measures,improve the transparency of financial markets,and promote the full implementation of financial opening and innovation initiatives.
