整合现阶段上海为老服务体系相关制度,厘清长期护理险与养老保险以及医疗保险中内容交叠部分。坚持以老人需求为导向,从宏观层面、全局角度进行全方面、分层次、分要素的上海为老服务体系顶层设计优化,从而合理有效分配医疗、养老等不同方面服务资源来共同构筑上海为老服务体系;从制度上实现预先规划、主动应对和有的放矢,完善上海为老服务模式。

In order to integrate the relevant system of the old service system in Shanghai and clarify the overlapping parts of long-term care insurance,endowment insurance and medical insurance,it is necessary to adhere to the demand-oriented policy of the elderly,it is necessary to adhere to the demand-oriented policy of the elderly and optimize the top-level design of the old service system from the macro-level and overall point of view,so as to rationally and effectively allocate different service resources such as medical care and old-age care to jointly construct the old service system in Shanghai;from the institutional level,we should achieve pre-planning,active response and targeted,and improve Shanghai’s old service model.
