内蒙古企业创新主体地位评价

Evaluation of innovation subject status of enterprises in Inner Mongolia

通过构建创新'结构-投入-绩效'的基础性SIP评价框架,从规模以上和大型工业企业两个层面,评价研究发现,内蒙古企业创新主体地位尚未形成且近年来有滑坡迹象,特别是企业研发经费投入与人员引进培养有待强化,专利申请量和新产品销售收入等创新效率有待显著提升。对此,提出健全鼓励企业主体的创新投入制度等若干关键措施,以改革制约内蒙古企业创新的体制机制。

By constructing the basic SIP evaluation framework of innovation‘structure-input-performance’,this paper evaluates the innovation subject status of enterprises from two level of the large-scale and those above designated size.The findings show that the innovation subject status of enterprises has not yet been formed and there are signs of decline in recent years.Especially,the investment of R&D funds and the introduction and training of personnel need to be strengthened.Innovation efficiency such as patent application volume and sales revenue of new products needs to be significantly improved.Accordingly,to reform the system and mechanism restricting enterprise innovation in Inner Mongolia,key measures like improving the system of encouraging innovative investment of enterprises are raised.
