An Overseas Literature Review of the Effectiveness of Regional Innovation Policies

区域创新政策有效性研究,旨在对区域创新政策进行前瞻性政策分析,检验创新政策的科学性,合理性和可行性,以期提升区域创新政策出台质量。区域创新政策有效性的方法论规定,包括多中心化的政策网络、全面的政策评估内容和运用科学的决策工具;区域创新政策有效性的内容构成,集中在创新技术商业化、区域创新合作、区域创新补贴策略和区域创新措施差异化4个方面;区域创新政策有效性的环境约束,可分为区域创新资源和区域创新制度;区域创新政策有效性的实现路径,包括强化区域创新体系和选择创新政策客体。最后,在总结现有研究特征及不足基础上提出对未来的研究展望。

The research on the effectiveness of regional innovation policies aims to analyze the effectiveness of regional innovation policies prospectively,examing the scientificity,rationality and feasibility of innovation policies,to enhance the quality of regional innovation policies.The methodologies of an effective regional innovation policy include multi-center policy networks,comprehensive criteria of policy evaluation and the use of scientific decision-making tools;the contents of effective regional innovation policies focus on commercialization of innovative technologies,regional innovation cooperation,regional innovation subsidy policies and the differentiation of regional innovation measures;the environmental constraints of effective regional innovation policies can be divided into regional innovation resources and regional innovation institution;the implementation paths of effective regional innovation policies include the strengthening of regional innovation system and the selection of innovation policy objects.At last,some future research prospects are put forward on the basis of the review of features and shortcomings of existing studies.
