“一带一路”倡议与西部民族地区产业科技创新协同发展研究

Research on the Cooperative Development of “the Belt and Road” Initiative and Industrial Science and Technology Innovation in Western Ethnic Areas

通过学习借鉴英国、德国、美国、日本等发达国家的科技创新经验,立足西部民族地区经济社会发展,提出了'一带一路'建设与西部民族地区产业科技创新协同发展的倡议构想。基于研发经费(R&D)投入、'一带一路'科技创新中心创建、科技创新体系完备、产业融合与集群化发展四个维度,全面设计了'一带一路'倡议与西部民族地区产业科技创新协同发展路径,并针对西部民族地区产业科技创新提出了具体对策建议。

Based on the experience of scientific and technological innovation in the United Kingdom,Germany,the United States,Japan and other developed countries,this paper puts forward the strategic conception of'the Belt and Road'construction and the cooperative development of industrial science and technology innovation in the Western ethnic areas.on the basis of the investment of R&D,the establishment of science and Technology Innovation Center on'the Belt and Road',the completion of scientific and technological innovation system,industrial integration and cluster development in four dimensions,Fully designed'the Belt and Road'initiative and the development path of industrial science and technology Collaborative Innovation in Western ethnic areas.Finally,the paper puts forward some concrete countermeasures and suggestions for industrial science and technology innovation in western ethnic areas.
