“责任式创新”下的我国科技政策优化

The Connotation of “Responsible Innovation” under Progressive Semantics and Its Enlightenment to the Optimization of China’s Innovation Policy

'负责任创新'是建设'负责任国家'的重要基石与前提。鉴于理论界针对'责任式创新'的研究刚刚起步、内涵难以界定统一的情况,采用递进语义分析范式从'底线'、'效率'、'包容性'、'伦理'、'前瞻性'等五个语义下对这一新概念的内涵进行辨析,并基于分析结论给出我国创新政策优化的相应建议。

'Responsible innovation'is an important foundation stone and premise for building a'responsible country'.In view of the fact that the theoretical research on'responsible innovation'has just begun,it is difficult to define the unified situation.This paper uses the progressive semantic analysis paradigm to analyze the connotation of this new concept under the five semantics of'bottom line','efficiency','inclusiveness','ethics'and'multidimensional integration'.Based on the conclusion of the analysis,the corresponding suggestions for the optimization of China’s innovation policy are given.
