摘要
2018年两院院士大会拉开了新时代科技评价改革的大幕。科技人才评价是科技评价的核心内容,人才科技观是科技人才评价的重要遵循。科技人才评价的本质要求是依法评价,保护权利是其内在要义。科研自主权是科技人才之所以是科技人才所应当享有的权利,是科技人才评价所要保护的关键权利。
The 2018 meeting of academicians of the Chinese Academy of Sciences and Chinese Academy of Engineering as the prelude to the reformation of science and technology evaluation in new era.The science and technology talents evaluation is the core content of science and technology evaluation,and the view of talent on science and technology is the basic guiding ideology for the science and technology talents evaluation.The essential requirement of science and technology talents evaluation is to evaluate according to law,and the right protection is its inherent essence.Scientific research autonomy is the right for the man who called science and technology talents.It is the key of science and technology talents evaluation.
