国外典型科研组织创新机制对我国高校科研机构改革的启示

The Enlightenment of Innovation Mechanism of Typical Research Organizations in Foreign Countries to the Reform of Scientific Research Institutions in Chinese Universities

加快我国各类科研机构变革、构建符合国情的新型科研机构是打破当前'研-产-市'脱节、科技经济两张皮的重要途径。对法国巴斯德研究所、德国马普学会、美国创业型大学(麻省理工学院、斯坦福大学)、日本研发法人机构等典型科研机构创新与成果转化举措进行梳理,并结合我国高校科研机构实际给出相应启示,这对加快我国科研机构改革步伐、提升机构效率与'产研融合度'有着较强的现实意义。

Accelerating the transformation of various kinds of scientific research institutions in China and constructing a new type of scientific research institution in accordance with national conditions is an important way to break the current disconnection of'research-product-city'and two skins of science and technology economy.In this paper,the innovation and transformation measures of typical scientific research institutions such as the Pasteur Institute in France,the Mapuche Institute in Germany,and the American Entrepreneurship University(MIT,Stanford)are summarized,and the corresponding enlightenment is given in combination with the actual research institutions in China.This has a strong practical significance for speeding up the reform of China’s scientific research institutions,upgrading institutions and institutions,and improving the'integration of production and research'.
