以企业为主体的铁路技术创新体系构建研究

Research on Construction of Railway Technological Innovation System with the Enterprise as the Primary Player

铁路实施政企分开和机构改革后,中国铁路总公司作为企业承担起了铁路技术创新主体责任,如何根据行业特点和企业发展需求,构建以企业为主体的铁路技术创新体系,形成运作高效的铁路技术创新链,是铁路总公司技术创新工作的一项重点任务。论文分析了当前铁路技术创新工作面临的新形势和新变化,立足新的行业技术创新格局,提出构建以铁路总公司为核心的铁路技术创新体系,以及适应该体系的铁路技术创新链,并对加强铁路技术创新工作提出了相关建议。

After the implementation of the separation of government and enterprise and the reform of institutions,China Railway Corporation assumes the main responsibility of railway technology innovation as an enterprise. According to the characteristics of the industry and the needs of enterprise's development,building the railway technological innovation system with enterprise as the primary player and forming the efficient running railway technology innovation chain is a key task in the technology innovation work. This paper analyzes the new situation and new changes of railway technology innovation based on the new pattern of industry technology innovation,proposes the building of railway technology innovation system taking the railway corporation as the core and the railway technology innovation chain adapting to the system,and puts forward some suggestions on strengthening the innovation work of railway technology.
