高校技术转移与服务类科技评价机制研究

A study on the evaluation mechanisms of technology transfer and service in universities

我国高校近年来创新能力跃升、科研成果涌现,但是科技成果转化率整体偏低,对国民经济和社会发展贡献能力不高,其中一个重要原因就是高校技术转移与服务的评价机制不完善。本文重点研究了如何构建高校技术转移与服务评价体系,分析了评价体系的设立原则,提出了科技团队和科技人员从事技术转移与服务的评价标准和评价体系,并尝试对具体评价方法和程序进行了设计。

In recent years,the scientific research innovation ability of universities in China is promptly developing,and lots of achievements have emerged. However,the overall transformation rate of scientific and technological achievements is still in a low level,and the contribution ability to the national economy and social development is also not high. One of the most important reasons for this issue is that the evaluation mechanism of technology transfer and service is not perfect. This paper focuses on how to construct the evaluation system of technology transfer and service in universities,and analyzes the principle of the establishment of evaluation mechanisms. Meanwhile,evaluation standards and system for the teams and staff engaged in the technology transfer and service are put forward,and a specific design of the evaluation method and program is given.
