摘要
为向公众展示联邦政府科学投入产生的成效和影响,美国提出并实施了STAR METRICS项目,旨在研发一种基于测度的评价框架,用以评价美国联邦政府R&D投资的效益,从而促进政策制定、明确责任、提高公众参与度。2013年7月,兰德公司在"如何测量科研工作:框架与方法指南"的研究报告中,讨论了包括STAR METRICS在内的全球14个评价框架。本文基于该报告内容及相关资料,着重概括了STAR METRICS评价框架的应用情况和发展前景,并提出了对我国科技评价的几点启示。总体来看,该框架突出的特点是强调自由、强调实用,具有浓厚的美国文化色彩。
In order to show the outcome and influence of federal scientific funding to the public,U. S. Government proposed and implemented the STAR METRICS project,a metrics- based approach aimed to improve policy making,provide accountability and engage the public. In 2013 July,RAND Co. issued a report entitled 'Measuring Research: A Guide to Research Evaluation Frameworks and Tools',analyzing 14 research evaluation frameworks including STAR METRICS. Based on this report and other related documents,in this paper,we introduced the application and prospects of STAR METRICS and put forward a few enlightenments for the research evaluation in China. Generally speaking,the main feature of STAR METRICS is feasibility and practicality,demonstrating distinctive characteristics of American culture.
