中央政府和地方政府在节能减排过程中的博弈日渐加剧,本文构建演化博弈模型对中央政府和地方政府之间相互作用时的策略选择行为进行分析,研究表明,为使地方政府积极完成减排指标,需要建立市场机制和目标责任制相结合的制度系统。

The policy games between the central government and local governments intensify in the process of energy conservation and emissions reduction. This paper analyzes the strategies' choice on the interaction between the central government and local governments with the evolutionary game theory. In order to make local governments complete actively the emission reduction targets,central governments need to establish an institutional system which combines market mechanism and target- oriented responsibility system.
