摘要
绩效评价作为评价体系的重要内容,已经成为美国为代表的西方国家检验采办政策、优化采办系统、提高采办效益的重要手段并发挥了重要作用。如何运用绩效评价这一"指挥棒"提高采购管理水平和促进装备建设又好又快发展,是装备采购领域迫切需要回答的重大课题。本文总结了装备采购绩效评价的基本认识、现状问题,结合我国实际情况,研究设计了我开展装备采购领域绩效评价的总体思路、主要范围、组织模式,并提出了相关的措施建议。
Performance assessment,as an important part of the assessment system,has become an important way to test the acquisition policy,optimize the acquisition system and increase acquisition efficiency in the USA and other western countries,and played an important role. How to use performance assessment as a 'baton'to improve the level of acquisition management and promote the sound and rapid development of equipment construction is an urgent need to answer the major issues in the equipment acquisition area. This paper summarized the basic understanding of equipment procurement performance assessment,China's status and actual situation,designed the general idea,main scope,organizational model of equipment procurement performance assessment,and put forward relevant measures and suggestions.
