摘要
通过2011-2013年757家上海高新技术企业的面板数据,运用多元回归模型,分析科技经费投入和科技人员投入对创新绩效的影响,并对国企和非国企进行对比研究。结果表明,盲目增加企业科技经费与科技人员投入,对创新绩效的提升有负向影响;提升科技人员水平,有利于提升创新绩效;相比于非国企,国企的科技经费投入较高,但对科技经费的利用效率较低。最后对企业研发投入失效现象的成因进行分析,并提出相关建议。
With the panel data from 757 high-tech enterprises in Shanghai from 2011 to 2013,we study the impact of the intensity of R&D input and R&D personnel input on innovation performance using multiple regression model. A comparative research based on SOEs and non-SOEs is also included in the study. We find that these two factors have significant negative impacts,while high-level personnel have a positive impact. Compared with non-SOEs,SOEs have more R&D input but lower innovation efficiency. Finally,we analyze some causes of technological innovation efficiency losses of high-tech firms,and put forward some recommendations.
