基于政策工具视角的中国国家创新体系国际化政策量化分析

A quantitative analysis of China's internationalization policies in its national innovation system based on policy tools

在全球科技合作不断加深的背景下,各国政府颁布的政策对于其国家科技创新国际化实践具有重要的指导与支持作用。本文基于政策工具视角,运用文献调研法与内容分析法,对我国"十二五"期间颁布的国家创新体系国际化相关政策文本进行收集、编码、统计。研究发现,我国国家创新体系国际化各个维度上,现有的政策文本中被使用频率最高的为环境型政策工具,政府仍需加强供给型政策工具的运用以及需求型政策工具的配合,同时健全环境面政策体系。此外,建议政府完善创新制度国际化顶层政策部署,加强有关技术国际化与创新主体国际化的专项政策支持。

Under the background of deepening global scientific and technological cooperation,the policies promulgated by the governments have important guiding and supporting effects on the internationalization of their country's scientific and technological innovation. Based on the perspective of policy tools,this paper uses the method of literature research and content analysis,collecting,coding and counting the policy texts which are related to the internationalization of the national innovation system during the 12 th Five-Year Plan in China. It founds that in all dimensions of China's national innovation system internationalization,environmental policy tools are most frequently used in the policy texts,the government still needs to strengthen the use of supply policy tools and the cooperation of demand policy tools,also improves the policy system in environmental level. Furthermore,it is suggested that the government should improve the top-level policy deployment of innovation system internationalization,and strengthen the special policies support about technology internationalization and the internationalization of innovation subjects.
