Thought of the management of NSFC program during the 13th Five-Year Plan period

摘要 2016年6月14日,国家自然科学基金委员会正式发布《国家自然科学基金"十三五"发展规划》,明确了科学基金承担支持基础研究和前沿探索、培养人才和团队、推动学科交叉等重要职责。当前形势下如何更好地发挥科学基金的作用是科研管理人员面临的新挑战。本文通过分析自然科学基金"十三五"发展规划文件精神,探索"十三五"期间科研院所科学基金管理创新工作,以期准确把握未来发展方向,充分发挥科学基金对科研院所跨越发展的推动作用。 The 13 th Five-Year Plan for the Development of the National Natural Science Fund was released on June 14,2016 by the National Natural Science Foundation of China( NSFC). It is clear up in the plan that the orientation of NSFC program is to support basic research and frontier exploration,to develop talent and team and to promote interdisciplinary research. How to play the role of NSFC program in new situation is a challenge for research management. In this paper,we will do some research on the NSFC 13 th Five-Year Plan and to explore the management innovation measures so as to promote the development of scientific research institutions.
