中国国防科技智库评价体系建设研究

A research on the evaluation system of China's national defense science and technology think tank

国防科技智库拥有一定影响的专业代表性人物和专职研究队伍,具有较好研究条件,对一个国家的科技进步和经济社会发展有着重要意义。中国的国防科技智库评价处于起步阶段,建立全面、客观的国家科技智库评价体系对提高智库水平和影响力具有一定的指导作用。本文结合已有的全球智库评价体系和中国特色,构建了围绕基础研究能力、投入产出能力、专业研究能力、智库影响能力四个方面评价指标体系。

The defense science and technology think tank has a good research conditions with some representative specialists and full-time research teams,which play a important role on the advancement of science and technology and the development of the economy and the society. China's national defense science and technology think tank is just established,but the establishment of a comprehensive and objective assessment system of the national science and technology think tanks will be very helpful. With the existing correlative studies and the specialty of China,this paper establishes an assessment system with four kinds of indexes: basic research ability,input-output capacity,professional research ability and influence capability.
