美军国防采办系统绩效评估的特点及启示

Characteristics and enlightenment of the performance assessment of the US defense acquisition system

为贯彻《武器系统采办改革法案》要求,改善国防采办效益,美军于2013年发布首份《国防采办系统绩效评估年度报告》,至今已发布4份。该系列报告以重大国防采办项目成本增长、进度拖延、作战性能不足为切入点,从多个视角对长期以来美军采办系统的绩效情况进行了全面的评估。本文重点对美军绩效评估工作在法律保障、数据分析、原因分析等三个方面的主要特点进行了评析和解读,并总结了其代表性的具体做法和评估结论,为国防领域开展相关评估工作提供借鉴。

In order to implement the requirements of Weapon Systems Acquisition Reform Act of 2009,and improve the efficiency of national defense acquisition,the US department of defense issued the first National Defense Acquisition System Performance Assessment Annual Report in 2013,and four reports have been issued so far. This series of reports takes the cost growth,schedule delay,lack of operational performance of Major National Defense Acquisition Program as the breakthrough point,and has made a comprehensive assessment of the US national defense acquisition system performance from several perspectives. This paper focuses on the performance in legal protection,data analysis,cause analysis of the main features of the three aspects,and analyzes and summarizes the representative concrete practice and assessment conclusion,thus providing a reference for our national defense field to carry out relevant assessment work.
