摘要
两化融合背景下,以"软件园"为组织载体的信息产业是拉动中国及区域经济发展的重要战略性新兴产业。为了对中国软件园发展水平及模式进行测度,本文在传统测度方法的基础上提出了"全流程多维系统评价模型",即在"评价指标"、"权重系数"和"集结模型"这三个关键评价流程中引入"多维度"视角,新方法的提出可以在获得中国软件园综合排名的同时,对其发展模式及机理进行"循数解构",测度结果更科学,信息量更大。
In the background of combination of IT with industrialization,the information industry which takes software parks as organization carrier is an important strategic emerging industry which boosts the Chinese and regional economic development. To measure the development level and mode of software parks in China,this paper,based on traditional evaluation methods,proposes the whole process and multi-dimensional systematic evaluation method,in which the multi-dimensional perspective is introduced to three key evaluation flows,including evaluation index,weighted coefficient and aggregation model. The new method will obtain the comprehensive ranking of China's software parks and conduct a deconstruction of their developing mode and mechanism at the same time. Thus,the measurement results will be more scientific and contain more information.
