新形势下基层科研管理机构模式的重构与思考

Reconstruction and thinking of the scientific research management model at the basic level in the new situation

党的"十八大"尤其是2016年以来,国家陆续出台了促进科技成果转化的各类规定或方案,提出了实施创新驱动发展战略,加快技术向现实生产力转化,切实提高科技成果转移转化能力。此形势实际上也对基层科研管理机构的体制及架构也提出了新的要求。因此,本文在对传统科研管理模式与架构进行深入分析的基础上,提出了一种新的管理模式与架构,与传统模式与架构相比,新的模式更能适应新的科技成果转移转化形势,也更利于基层科研机构管理人员全面发展,大大提升机构工作效能,更为未来科技成果转化打好了科学管理的基础。

Since the convening of the 18 th CPC National Congress,especially since 2016,China has developed various rules or schemes to promote the transformation of sci-tech achievements,proposed the implementation of innovation-driven development strategies to speed up transformation of technology to realistic productivity and to improve the ability of transfer and transformation of sci-tech achievements. This situation is actually demanding new requirements for the scientific research management organizations at the basic level. Therefore,based on the analysis of the traditional scientific research management mode and structure,this paper puts forward a new management mode and structure,which is,compared with the traditional mode and structure,more adaptable to the new situation for transfer and transformation of sci-tech achievements,and more conducive to the all-round development of the scientific research management personnel at the basic level,and it can greatly enhance the efficiency of the organization,and lay a solid foundation for the transformation of more scientific and technological achievements in the future.
