Account on the Super-conventional Development of the Society and Economy in West China——Special Effectiveness of the Levers in the Division of Administrative Area

影响和制约西部社会经济发展的因素较多 ,其中行政区划就是一个重要因素。科学、合理地调整与改革西部各省 (区 )的部分行政区划 ,将有力地促进西部社会经济超常规发展。就目前来说 ,应重点调整和改革的主要有 :适当增设特别行政区或直辖市问题、自治州改地级市的可行性与积极培育城市群带的问题。

There are many factors that influence and restrict the social and economic development in the west part of China, among which the administrative division is the most importanf one. Scientific, rational adjustment and reformation of administrative division of the Western provinces and regions will strongly promote super-conventional development of the western society and economy. At present, the main parts that should be adjusted and reformed are as follows: establishment of the additional special administrative districts and municipality, the feasibility of changing the autonomous districts into regional cities and actively fostering urban groups, revoking and merging the smaller towns or some counties and reselecting the administrative centers.
