为了"全面建设小康社会",中国共产党人曾在理论和实践上对其进行了艰辛的不懈探索。以毛泽东为核心的党的第一代领导集体作为这一理论的开拓者确立了"四个现代化"的宏伟目标;以邓小平为核心的党的第二代领导集体作为继承者确立了"翻两番"的目标和"三步走"的发展战略;以江泽民为核心的党的第三代领导集体作为集大成者最终确立了"全面建设小康社会"的理论。十六大报告以具有中国特色的内容对"小康社会"的基本含义从质与量及其属性等方面进行了新的界定,并科学地论证了实现这一目标的具体措施和可行性。"全面建设小康社会"的提出具有极其重大的意义,从理论上来讲,它是对古代传统"小康"思想的超越、突破和调整,是对马克思主义、毛泽东思想和邓小平理论的继承、发展和创新;从实践上来讲,它对于巩固中国共产党的执政地位、实现中华民族的伟大复兴和全人类的进步事业都具有重要的指导和促进作用。

For an allround welloff society, CCP have been engaging a great campaign. MAO Tsetong and his colleagues launched the'four modernizations', DENG Xiaoping and his colleagues started'quadruple' and 'the threestep'development strategy, and now, JIANG Zemin and the third collective leadership puts forward the theory of 'building an allround welloff society'.The 16th Party Congress defined the welloff society and its property, expounded the feasibility to achieve the goal. The theory of'building an allround welloff society'has great significance both on theory and practice, it not only develops MAO,DENG's theory on social development in China, but will also strengthen the foundation CCP.
