摘要 虽然连续几年来美国社会保障收支形势始终很好，连年盈余，但是，早在几年前，美国社会保障署就开始在其每年的“年度公告”中连续发出预警。2002年3月份的“2001年公告”再次警告说，美国社保基金将从2017年开始出现赤字，2041年将会完全枯竭；要继续维持美国社保基金的支付能力，未来的前景或是提高缴费50％，或是削减给付1/2；2017—2075年债务总计将高达24.2万亿美元，是2002年联邦预算的12倍(Communication from the Board of Trustees,Mar.,2002)。这些几乎每年都公布于众的数字告诉人们：美国的社会保障制度在未来四十年内行将破产。...
