安全是法律持续性的制度安排与价值追求。但因不同的社会经济状况而具备迥异的外观与表征。后工业时代宏观经济风险凸显诱发了宏观经济安全理念产生,并使其成为经济法安全理念的重要内核。宏观经济安全理念对内强调市场规制与宏观调控,对外强调经济主权独立,并演绎着发展理念与安全理念的辩证法,证明了不发展就是最大的不安全。

Safety is a successive system arrangement and value aim of law. It has different features and acts differently because of different social economy status. Macroeconomy risk in late industry time induced the safety theory of macroeconomy to happen, and made it the major part of the safety theory of economy law. It takes emphasis on market regulating and macrocontrolling inside, and economy sovereignty independence outside. It deduces the dialectics of both development and safety theory and proves that 'no development, no safety'.
